3-day water supply disruption in Itanagar

ITANAGAR, Dec 20: Water supply in Itanagar Township excepting Gohpur area will be disrupted for three days from Monday as PHED, Itanagar division has decided to realign the main water pipeline carrying water from Gekar Putung Water Treatment Plant. The realignment has been necessitated due to ongoing highway works between Gahpur and Chandranagar, informed Assistant Engineer PHE Sub-Division Itanagar.

The AE appealed to the consumers to bear with the department for the inconvenience.

PASIGHAT, Dec 20: Twenty-two singers have qualified for the quarterfinal round of Voice of East Siang (VoES), a talent hunt singing competition organized by All East Siang Artist Forum in memory of Oyon Moyong Tamuk at Pasighat.

Renowned singers Talut Mize, Anumoti Sisam and DACO East Siang Augusti Jamoh were the judges of the elimination round which was conducted at Engo Takar Hall, Pasighat.

Earlier, the auditions for VoES were conducted in five administrative blocks -- Nari, Ruksin, Bilat, Mebo and Pasighat.

The quarterfinal and semifinal will be held on December 25, and January 5, 2016 respectively.

Five finalists will perform and vie with each other for the top honor in the grand finale scheduled to be held on January 26 next.

The winner will be awarded cash prize of Rs one lakh while the runners will be given gift vouchers.

 

Catholic youth faith sharing programme at Miao

MIAO, Dec 20: A team of Catholic youth from Kohima, Nagaland, organized Faith Sharing Programme with the Miao Diocesan Youth and visited Miao and Neotan from Dec 18 to 20 to promote and celebrate the Extraordinary Jubilee of Mercy.

Fr. George Pezalhoukho from Kohima together with Youth President of Kohima, Tosovi Philip organised the three-day Faith Sharing Programme with the Miao Catholic Youth Commission.

The youth from Kohima visited the Christ the Light Shrine, where the Door of Mercy is installed and prayed at the Adoration Chapel there and made Confession prior to the celebration of Holy Mass at the Shrine. “We cannot describe in words how happy we are to be in Miao. This experience has certainly strengthened the faith of our youth”, said Fr. George.

 

Teachers should have good moral character, says DDSE

PASIGHAT, Dec 20: Teachers should have good moral character and they should set an example for the students, said East Siang DDSE Obuk Panor while addressing the huge gathering at the Golden Jubilee celebration of Mirku Secondary School today. Being managers of human resources, teachers should be sincere, dedicated in their duty and produce worthy citizens for the nation, he said.

 Panor further said that parents also have great responsibility in moulding and building the character of their children.

Terming students as raw materials, Panor advised them to love their parents and respect their teachers. There is no shortcut to success, he said and advised the students to be hardworking and attentive in studies. School authority should ensure quality education for betterment and uplift of the society, he added.

Earlier, prominent educationist Bormoti Dai who had served as Head Mistress of the school years ago said  that students and staffs of the school were very supportive and hoped that they would continue  the same spirit and tempo for name and fame of the school. All should maintain discipline in life which is necessary for character development, Dai added.

Retired IAS officer Oshong Ering said “Learning is a never ending process.” Children should  be sincere and respect their teachers, parents and elders.

Meeting on ‘Integrated Livelihood Promotion’

YUPIA, Dec 20: Papum Pare Deputy Commissioner, Tai Kaye has stressed for proper communication on different components and operational strategy of the ‘Integrated Livelihood Promotion’ among the officials of different line departments, GoAP and Tata Trusts.

The DC was speaking at the first district level steering committee meeting at the DC’s Conference Hall, Yupia on Dec 18. The meeting was held to discuss various components of the interventions of the project titled, “Integrated Livelihood Promotion in Arunachal Pradesh-Phase- I”; as specified in the MoU signed between the Government of Arunachal Pradesh and the Tata Trusts.

Kaye also suggested for carrying out different project activities in a specific geography, instead of different places to achieve better results. He mentioned that there is good scope for sericulture and cardamom in the state to improve the livelihoods of the farmers.

Deputy Development Manager, Tata Trusts, D. Ratno highlighted the vision and different programmes of the Tata Trusts. Assistant Development Manager, Tata Trusts, D. Borah presented an overview of the strategy and different components of the project such as cultivation of rice, maize, rejuvenation of orange orchard, rearing of pig, livelihood enhancement through forest conservation and education.

Horticulture Development Officer, Papum Pare, Tagam Ronyi mentioned that the production of orange orchards are declining due to citrus decline. The efforts had been taken by different agencies to combat the decline, but are not successful till now. He stressed on importance of proper interventions to arrest the situation from further deterioration.

Further, the Rural Works Department, Executive Engineer informed that the project on conservation of community forest through incentivizing Mithun rearing, implemented by Tata Trusts is quite successful. There is less theft of Mithuns as well as discord (due to crop damages caused by Mithuns) among farmers at the village. The project is still sustaining even after withdrawal of interventions by the Tata Trusts. DIPRO

judge: Taloh dares Governor

ITANAGAR, Dec 20: Education Minister Tapang Taloh today challenged the Governor to come out with original tape of December 15 meeting between Governor JP Rajkhowa and Chief Minister Nabam Tuki and his council of ministers. The video footage of Education Minister allegedly heckling Governor has surfaced in national media.

Clarifying his reaction to the Governor which has been played out in various media, Taloh asked the Raj Bhawan to come out with original footage, so that people of Arunachal may judge it. He went on to claim that footage outsourced to media was an edited version and has been released by Governor with intention to malign his image and that of others who were in the meeting.

He was addressing the media persons at press club today along with Home Minister Tanga Byaling and Parliamentary Secretary Nyamar Karbak.  He further clarified that his reaction was spontaneous after the Governor showed very unruly and arrogant behaviour towards Chief Minister and the council of Ministers.

“When I asked him why he had preponed the Legislative Assembly, Governor started abusing me by saying that I was challenging the authority. But again I humbly made submission that if the session starts as per preponed date, there may be unwanted incidents. Even before I could complete, he accused me of provocation, so I reacted at him,” Taloh said.

“No doubt he may be the Governor but he cannot scold the Chief Minister and Council of Ministers that way,” the education minister retorted.

The Pangin-Boleng MLA termed the behaviour of the Governor towards Chief Minister and the Council of Ministers as unfortunate, alleging that they were frisked by the security personnel while passing through Raj Bhawan gate. He further added that the arrogance of the Governor was reflected when there was not even a formal handshaking before the start of meeting.  “Is this the way, guardian of the constitution behaves towards popularly elected leaders, Taloh questioned.

“Governor rudely started the meeting by indulging in name calling. He addressed Chief Minister arrogantly and disrespectfully as Mr Tuki and started misbehaving with us.  Whatever may be difference but he should not treat an elected CM in such a way,” Taloh added.

He further stated that JP Rajkhowa has been sent as Governor to Arunachal with an agenda to de-stabilize the popularly elected Congress Government, while accusing the governor of running parallel government by interfering in petty departmental issues.

Meanwhile, Home Minister Tanga Byaling has refuted allegation that he led the National Highway blockade on December 17. He claimed that he went there to clear off the blockade. The Home Minister appealed to the people of Arunachal to maintain peace and communal harmony and also requested the rebelling MLAs to come back and join hands for the greater development of the state.

 

 

Rijiju refutes allegation of orchestrating turmoil

ITANAGAR, Dec 20:  MoS for Home Affairs Kiren Rijiju refuted the allegations by All Nyishi Students’ Union (ANSU) that he is orchestrating the present political turmoil, saying that he has no interest in state politics.

“People have sent me to parliament. I have onerous responsibility and duty to perform for the country and my state. I don’t want to waste my time in the local affairs” said Rijiju. He also said that hatred, violence, manipulation and dirty politics are not in his blood adding that people love him because of his simplicity.

Meanwhile, taking serious cognizance of an audio tape credited to Kalikho Pul, wherein he is heard making derogatory remarks about Nyishi tribe, the (ANSU) today declared series of agitation demanding immediate arrest of Kalikho Pul as well as transfer of Governor JP Rajkhowa from Arunachal.

Addressing a press conference here today along with President Byabang Joram and GS Nyanya Gollo, ANSU AGS Tukbom Ligu informed that union has lodged an FIR against Pul for his inflammatory remark.  ANSU AGS further informed that reacting to Pul’s remark and Governor’s anti-Nyishi attitude, the union is launching massive protest rally on December 22, which will be followed by first phase of 12 hours Capital bandh on December 28.

Condemning Pul’s communal remark, ANSU stated that Nyishis are not communal as many of community brethren including Legislators are in dissident camp supporting Pul as their Chief Ministerial candidate.  

“The support given to Kalikho Pul by Nyishis reflects that tribe is not communal, but remark is very demeaning and damaging which has potential to damage social and communal fabric of the state” ANSU added.

The Union condemned Governor JP Rajkhowa for attempting to remove the Speaker and Chief Minister using unconstitutionally method by conducting the Assembly Session in Community Hall.

 

 

Dambuk: orange meets music and adventure

ITANAGAR, Dec 20:  At a time when people at state Capital are appalled with political crisis that has made the state capital virtual fortress, Dambuk; a small town in Lower Dibang Valley gave an open space to music lovers, the campers, trekkers, and dare devil performers to try out their bucket list of wishes in adventurous sports, as the second edition of Orange Festival of Adventure and Music 2015 drew its curtain on Friday.

In  four days, Mokoko, the venue of the festival which is surrounded by fully ripen orange orchard, literally become ‘a landing ground’ of top Indian musicians, as Lou Majaw, Guru Rewben performed along with the leading Guitarist and Songwriter Nabam Takar,  the rapper Feyago, Menwhopause and Joseph Arthur, an American solo performer. It has witnessed one of biggest musical line ups along with Ziro Music Festival.  

When the music started playing, even in chilly air there was enthusing exhilarating atmosphere as young and old seemed lost in rhythmic drums and guitar while holding rice beer up. “You are awesome, I love you, Your Chin” a music aficionado screamed in excitement at Raxit Tewari, a Mumbai based Indie-pop artist.

The artist village with traditional huts on the bank of River Dibang at Bomjir, itself is God’s own village. Hundreds of tents were pitched to accommodate participants.

The JK Tyre Orange Festival 4x4 fury off road championship which was simultaneously held along with other adventurous sports events like Bungee Jumping, Zip-lining, angling and trekking during the festival at Sisar and Dibang Riverbed was one of the main attractions of the event. Its jaw-dropping hill climbing and river bed driving put the spectators at their toes.

In the three categories extreme off road event such as Extreme Open Class, Team Gerrari of Chandigarh comprising of Kabir Waraich, Harman Preet Singh, Gurmeet Virdi and Kirpal Junag emerged as winner. In Quad Class, Arunachal’s Jitu Kalita and Hage Bitu bagged the first place. Meanwhile, Chow Kemtsing and Chow Suneesh of Arunachal walked away with first prize in the Northeast Class.  

Altogether 42 participants from all over India including Andhra Pradesh, Tamil Nadu, Kerala, Punjab, Nagaland and the host state  took part in the event which was organised by MotorSports Club of Arunachal Pradesh under the aegis of Orange Festival Dambuk 2015. The event sponsored by JK Tyre and Polaris was first of its kind in entire Northeast.

The Orange Festival Dambuk has already found itself in the state calendar event which is being funded by the Department of Tourism. Surely, the event has not only succeeded in selling the famed Dambuk oranges to the outer world but it has spawned more entrepreneurship among the local people.

ITANAGAR, Dec 20: At a time when communal sentiment is high in the state due to prevailing political situation, it is matter of relief to know that there are some organizations which are working towards uniting the tribal society. One such organization is East Kameng Social Welfare and Cultural Organization, also popularly known as EKSWCO. Established in the year 1978, EKSWCO has been continuously striving to unite Nyishi, Aka, Galo, Sajolang, and Puroik tribes which inhabit the beautiful East Kameng district.

I had the opportunity to attend the EKSWCO Foundation Day celebration at Bameng recently.

Even though the road trip from Seppa to Bameng was not a memorable one, however, attending the foundation day celebration itself was quite an experience which engraved a beautiful memory in everyone’s mind. Like any other celebration, there was cultural exchange and lot of fanfare. But the most interesting aspect was interaction between representatives of five communities. It was rare sight to see representative of Puroik community standing tall and demanding their share of pie in the development process. This was unthinkable few years ago considering the socio-cultural history of Puroiks. Similar demands were made by representative of Aka, Galo and Sajolang communities.

When one local resident misbehaved with the guests hailing from Sajolang tribe, the members of EKSWCO along with other locals of Bameng got extremely agitated and seriously took up the matter.

It was clearly evident during the foundation day celebration that EKSWCO and its leaders are seriously working towards uniting all the tribes residing in the East Kameng district.

“Duty of EKSWCO is to safeguards rights of every tribe who have made East Kameng district as their home. We are also trying hard to improve the image of our district. People think that everyone who hails from East Kameng is bad, which is not the case,” shared EKSWCO chairman Safar Pao.

The organization has been putting their best efforts to support every developmental project that is being executed in the district. Last month during the inauguration of Seba steel bridge at Papu Valley, EKSWCO chairman warned people of his district not to disturb the ongoing Trans-Arunachal highway. It is to be noted that large section of Nichipu to Hoj section of Trans-Arunachal highway passes through the East Kameng district. In some stretches, the construction agencies have been facing disturbances from locals.

Though EKSWCO has been doing decent job, still there are people who think they are yet to take initiative on certain issues. “Revenge killing is still prevalent in some areas of East Kameng. Unfortunately, EKSWCO has not been able to educate people about its ill effect. They seriously need to take some initiative in this regard,” shared a resident of the district.

There may be some shortcomings but when we look at the broader side, there is no denying that EKSWCO is definitely on the right path. At this juncture when most of the unions, associations are either puppet of politicians or are indulging in communal activities, it is organizations like EKSWCO which give us hope for better Arunachal.

 

 

APYC condemns JAC for demanding President’s Rule

ITANAGAR, Dec 20: Arunachal Pradesh Youth Congress (APYC) condemned the press statement issued by ‘Joint Action Committee’ demanding President’s Rule in the state.

“We fail to understand why they are demanding President’s Rule when there is a stable government that is functioning normally,” the youth wing of the Congress party said.

Terming the demand as ridiculous, APYC questioned, “Can they establish the ground for imposition of the President’s Rule in the state”.

They should understand that the worst sufferers during President’s Rule are the common people, APYC said.

The APYC also said that it has failed to understand the logic behind the demand for suspension of bureaucrats.

“It’s only because of their timely intervention and judicious decision that many untoward incidents were thwarted,” it said.

“Home Minister Tanga Byaling should also be applauded by the organization leaders. It’s only because of his foresightedness that the security checking was beefed-up and several weapons, including daos and small arms, were seized on time, APYC said and refuted the allegation that the Home Minister was personally present at the blockade.

APYC also flayed these organizations for maintaining complete silence over the misconduct of the Governor.  

“Different political parties have condemned the conduct of the Governor. Even the Gauhati High Court has come down heavily on Rajkhowa and described him unworthy of being the state’s Constitutional head,” the Youth Congress said.

Meanwhile, APYC has criticized senior party leader and Rajya Sabha Member Mukut Mithi for allegedly avoiding the present political situation.

He was not present when the issue of state’s political situation vis-à-vis the unconstitutional conduct of the Governor was seriously taken up in the Parliament for consecutive days, APYC claimed.

The APYC appealed to the parent body, including PCC and AICC to initiate party disciplinary action against those party workers who are supporting and working for Kalikho Pul and the dissident group.

 

 

Administrative outreach camp in attracts

KHONSA, Dec 20: The public availed full benefit of the administrative outreach camp organised by the Tirap district administration at Bari-Basip at Katang on Saturday.

The camp was a huge success as more than 1500 people from 18 villages turned up for it and availed the services provided to them at their door step by various departments.

AAY ration cards under National Food Security Act (NFSA) were issued to 30 families during the camp. Various important documents like ST certificates (48), PRCs (83), income certificates (59) were also issued and 110 new bank accounts opened at SBI, Khonsa during the camp.  

Moreover, 20 persons have been registered under CM’s Skill Development Programme, 50 under Disability and Old Age scheme, 117 under CMUHIS and 25 enrolled for Aadhar Card.

On-the-spot biometric enrolment (BME) of around 30 persons was also done. Escort allowance of Rs.5000 each was given to two persons under SSA District Mission while crutches were provided to two persons. Radio sets were issued to five GBs, driving licence forms (50), old age pension forms under NSAP (200), Ex-gratia forms etc were also issued.

The Health and Family Welfare Department conducted free medical camp wherein free health check-up, screening of persons with disability, distribution of free medicines, free contraceptives, vaccination and Ante Natal check-up were conducted.

The Environment and Forest Department distributed around 335 medicinal, ornamental and fruit bearing saplings to the villagers.

The NERCORMP conducted training on cultivation of agri-horti crops.

The department of Disaster Management distributed leaflets on disaster management, especially fire.

PHED, Power, ICDS, Civil Supplies, Jan Suvidha, Agriculture, Horticulture, Industries, Veterinary, DRDA, Block Development, SBI, Statistics, Education and other department actively participated in the outreach camp.

Tirap Deputy Commissioner Ravi Jha told the huge gathering that the basic objective of holding the outreach administration camp was to take the administration closer to the people living in interior villages. He urged the people to take maximum benefit out of the camp. He further asked them to cooperate with the district administration and government departments for all round developments of the district and assured all possible help and support from the district administration.

Khela-Lamsa block ZPM Sontung Bangsia said that this was a long felt need of the people of interior and backward place like Bari-Basip and appreciated the DC and the district administration for conducting the outreach camp.

About 1500 people from 18 villages turned up for the camp. Many of them came by hiring vehicles to reach the outreach camp. DIPRO

 

 

Civil secretariat & Assembly Complex

nearing completion

ITANGAR, Dec 20: The under-construction Civil Secretariat and Assembly Complex, both gifted by former Prime Minister Manmohan Singh on 31.01.08, is targeted to be complete by February 20 and August 2016, PWD Minister Gojen Gadi said while inspecting both ambitious projects with engineers today.

While two of the four Civil Secretariat blocks are functional, 70% and 80% works of the other two blocks have been completed, the finishing works are taken up in two shifts, electricity and water supply connections would be ready by January end for the proposed inauguration as suggested by Chief Minister Nabam Tuki on February 20 next, Gadi said, adding both the blocks would be made functional by March 31 next.   

When asked about the inordinate delay in building both the projects, he disclosed that the first detailed project reports for the Civil Secretariat and the Assembly Complex submitted to the Union DoNER Ministry were only for Rs 79 crore and  Rs 39 crore but due to cost escalation during seven-eight years, their cost rose very high.  

As Assembly Complex has been proposed to be the best in Asia, the Cabinet had decided to fund both the projects making them joint state-Centre venture for which the GoAP has released Rs 60 crore to speed up the work.

When asked as to why, the Assembly Complex has been proposed for 120 MLAs though the state has 60 MLAs, Gadi said that in comparison to other states, state’s MLAs’ number should have increased to 90 by now. With delimitation the strength if not increased to 120, it would go up minimum to 90 for which the future provision has been kept.

Lack of coordination and some lapses of the contractor also caused the delay, he said, adding that the contractor was terminated for the PWD to execute the job. “I am inspecting the work once in every month to assess the progress and ensure acceleration,” he added

When asked about the dilapidated condition of the Capital Complex roads, the minister informed that the filling of pot holes was on. The contractor who had won the tender delayed the work for delay in arrival of machineries from far off factories needed for the purpose.

With the completion improvement work of Niti Vihar, Abotani colony and RKM Colony roads, the diversion road would be through by January next with the launch of the Bailey bridge to ease traffic congestion, he informed.

Time for introspection

Exposing the legal loopholes, the juvenile convict in the December 16 Delhi gang rape case was released on Sunday and sent to an NGO in Delhi. This happened even as nation protested his release. Today parents of December 16 rape victim Nirbhaya along with hundreds of sympathizers staged demonstration at Rajpath near India Gate. Six persons, including the juvenile, had assaulted and raped Nirbhaya in a moving bus in south Delhi on 16th of December, 2012. The victim died in a Singapore hospital later. Four of the accused were awarded death penalty by trial court which was later confirmed by Delhi High Court. Their appeals are pending before the Supreme Court. Another accused, Ram Singh, had allegedly committed suicide in Tihar Jail in 2013.

Delhi Commission for Women, DCW made a last ditch effort to stop the release by urging Juvenile Justice Board to delay it since the matter is coming up before Supreme Court on Monday. Apex court did not intervene as of now and will take up the matter on Monday. But this whole episode once again disturbingly exposes the loopholes that exist in our legal justice system.  Its time lawmakers bring in much needed reforms. The age limit for juvenile category should be brought down from present 18 years. Last year Union Cabinet approved lowering of age of juveniles from eighteen to sixteen years for serious crimes. The proposal will empower Juvenile Justice Board to decide on whether a juvenile above 16 years involved in heinous crimes such as rape is to be sent to an observation home or tried in a regular court. However some criminals might still get away using the loopholes in this law. The age for juvenile category should be fixed at 14 year. The criminal above 14 year should be tried at regular court only. At young age if they are strongly punished, it will deter them from indulging in any kind of  wrong activities in the future. Its time everyone introspects and try to fix this serious problem.

Towards wildlife conservation

Dear Editor

The human-animal conflict in Arunachal Pradesh is a complex eco-environmental issue. Although funding and security are important conservation efforts; however, another significant yet neglected eco-sociological aspect for successful conservation will involve improving the socio-economic conditions of the people living in and around premier wildlife habitats. Most remote rural communities, fringe dwellers and forest residents live their life under abject poverty being dependent on the scanty forest resources for their daily sustenance; and are vulnerable to be exploited by poaching and wildlife trafficking groups. Unless this anthropogenic issue is taken seriously no conservation efforts can be successful. To protect endangered state wildlife and minimize human-animal conflicts; the eco-sociological perspective or the human factor needs to be made an important stakeholder in the process of conservation. My humble request to the Government of Arunachal Pradesh through your esteemed daily is to kindly take some initiative in slowly banning the buying, holding and caging of all indigenous wildlife in the country; and if necessary take this to the parliament for in depth analysis and discussion under a special parliamentary committee dedicated towards wildlife conservation in the state.

‘’War of succession ‘’ - we read it in history during our school days and now we are witnessing it in our State. In this war, the ultimate sufferer is not the king but the common man. My heart has broken into millions of pieces and my eyes were filled with tears when I saw the picture of son carrying the lifeless body of his father on the road due to the road blockade in Papu Nallah two days back. The source revealed that despite their repeated plea the mob didn’t allow the family to pass on. I was wondering how a person can be so heartless that they cannot see and feel the pain of the family. What if the family was from our tribal community? What if the family was from rich/ bureaucrat class? Would have they treated them in the same manner?  

Aren’t we all human beings? Why there is so much of unequal treatment? What was the mistake of an old man that he was left to die on the road?

If we cannot see and feel the pain of others then how can we say that we are complete human beings?

Since God has given us eyes to see, heart to feel and mind to think, so let us try to see, feel and think wisely. Therefore, last but not the least, I sincerely request you all not to repeat such action in the days to come.

No public consensus

Dear Editor,

Through your esteemed daily, I would like to draw attention regarding AdiSU demand for a public apology from honble MOS Kiren Rijiju and Governor of Arunachal Pradesh JP Rajkhowa for using the name Libo, Ramo and Bokar to greet the people on the occasion of Podi-Barbi festival.

The act of AdiSU as immature and infantile in nature. We common people don’t see any issue in mentioning the name. In fact we are grateful as we dont want to lose our identity.

I highly request to the members of AdiSU not to drag the name of Libo,Ramo and Bokar into politics for your vested interest and I request members of AdiSU to abstain from politics and work for the welfare of students community.

We feel the issue raised by the AdiSU is politically motivated and without the consent of the leaders, seniors and publics. Their demand is raised with political intension and solely by few members of AdiSu and does not carry any public consensus.
